Housing Rehabilitation Program
The City of Waupun has funding for housing rehabilitation through the CDBG (Community Development Block Grant) program from the State of Wisconsin Department of Administration, Division of Housing under Title 1 of the Housing and Community Development Act of 1974. These funds are used to assist city residents in making purchasing a home or making repairs to their homes or investment property.
Be aware that if you have a child that is 6 years of age or younger, it may be required that he or she be tested for lead levels in their blood.
Types of Assistance Available
No Interest, deferred payment loans are provided for up to 100% of the rehabilitation cost. The loans will be deferred until the housing unit ceases to be the borrower's principle place of residence. At that time, payment will become due in full.
Loans are available to assist with purchasing a home. The loan is a 0%, deferred payment loan – you do not pay it back until you sell the house or no longer live there. Funds can assist you with down payment and closing costs. There may also be funds available to make repairs to the home that you purchase.
Landlords & Investor Owned Property:
Low interest loans at a fixed rate of 0% interest for 100% of the cost of the rehabilitation, repaid to the City over a 10 year period. The owner will agree to rent only to low and moderate income tenants and to keep rent in accordance with the program's rent limits.
How Can Funds Be Used?
- Handicap Accessibility
- Repairing/replacing basic equipment such as heating systems, water heaters, plumbing and electrical systems, and connecting water lines
- Insulating attics and sidewalls
- Installing storm windows and doors
- Making exterior improvements including roofing, painting, siding or porch repairs
- Lead-based paint removal
- Installing smoke detectors
- Other general improvements
Frequently Asked Questions
Will a lien be placed on my property?
Yes, all program participants will have a lien placed on their property in the amount of the loan.
Are there any loan closing fees that apply?
Yes. There is a $35-50 fee for a title search, a $30 fee to record your mortgage, and a $475 Inspection Fee. These fees are included in your loan.

Will the assessed value of my home increase after rehab?
The assessed value of the property will, in many cases, remain the same or will increase only nominally. Please consult with the City Building Inspector regarding this.
